The Polish National Alliance (PNA) owns and utilizes floors 1 and 2, but Jubilee Baltimore purchased floors 3 and 4 some years ago and made the old schoolrooms there into apartments. Jubilee has turned the place into an unlivable environment. They owe Baltimore City for an Environmental Citation, plus the property's Tax and Water Bills were listed in the Sun Papers as being in default. The apartments are empty, and Jubilee has informed the PNA that there is no money to put into the building repairs and upgrades necessary for anyone to live there on the 3rd and 4th floors.
